The only case where mobs wont spawn is when it is one of the three spawners rabbit chicken and cow which all require direct access to grass to spawn therefore wont work if either a slab or carpet is covering it. 2 points 1 year ago.

I guess hostile mobs spawn on light level 7 and lower does the block underneath even define their spawn. The crafting recipe of carpets now returns 3 carpets from two wool. The hitbox height of carpets is currently 0. Carpets can now be placed on top of any block including non solid blocks.

I covered the most part with single layer carpet and endermen are spawning there a lot.
